IMPLEMENTATION OF NEW CIVIL SERVICE LAW IN THE CZECH REPUBLIC: ECONOMIC-ADMINISTRATIVE VIEW
Abstract
An article describes briefly new Act implemented in the Czech Republic at the end of year 2014 reflecting statement of Civil Service. Regulation of public administration officers according to Civil Service will have economic and administrative impacts for its initial functions and then for further training of the officers which are subject to the Civil Service relation because of new position of these officers. Such relation will mean the relation, when the work for public sector is replaced by the service for state. The implementaion of Civil Service also brings new ways of evaluation of performance of the service, remuneration and duration of Civil Service relation. Many related issues are not explained and will be regulated by the additional regulations. The contribution gives theoretical view on orientation in the sphere of Civil Service relation and shows the possible trends of future development of the relationships in public administration from the point of view of economic and administrative and stresses changes in the system of training of Public Service officers and performance of public administration. The article highlights the effectivity of functioning of public administration when Act on State Service (Civil Service Act) exists, in relation of qualification and career of public administration officers. New regulation on Civil Service pursues unification of rights and responsibilities for all officers performing state administration and clear principles of functioning of public administration.
