CONCEPTION OF ENVIRONMENTAL SECURITY IN THE CZECH REPUBLIC - TOWARDS SUSTAINABILITY.
Abstract
The paper deals with a broader emphasis on sustainable environmental policy and for the fact, that security and safety of the citizens from disasters of natural and anthropogenic origin could not been done only through the classic concepts of population protection, but also through the protection of the Environment and its specific parts (atmosphere, water, biota, soil). On the basis of researches of this challenge and growing importance of environmental security all over the world, two Czech teams of experts (VSB-TUO & Akademie, o.p.s) worked within past 10 years on the preparation of the materials for the new and sustainable Czech Conception of environmental security. These materials were discussed with representatives of the Czech Ministry of the Environment several times every year. Partial ideas and visions were discussed on international workshops, multilateral meetings and conferences. As a result of this long term cooperation the brand new Conception of Environmental Security of the Czech Republic 2012-2015 (with outlook to the 2020, further referred as CES), was fully accepted by State Security Council of the Czech Republic on 18th June 2012 (including measurable goals for further actions, agenda and improvement). This conception serves in present time as important addition of another key Czech strategic document of non-legislative character – the Conception of Population Protection with outlook to the 2020 - 2030. Both conceptions setting the basis for following strategies and policies focused on disaster risk reduction, population and environment protection, risk governance, including necessary legislative changes over the region of Czech Republic, in compliance with European Commission requirements. Withing the topic, used methods, structure and further development of CES is briefly described. CES is divided into 2 main chapters according to risks of anthropogenic and natural origin (CBRN agents, disruptions in critical infrastructures, terrorism with serious impacts on the environment, major industrial accidents, floods, long-term inverse situation, prolonged drought, extreme meteorological phenomena, vegetation fires).
