KNOWLEDGE MANAGEMENT IN PUBLIC ADMINISTRATION OF THE SLOVAK REPUBLIC
Abstract
The dynamical development of the Slovak economy called for the realisation of the variety of changes in the field of the Slovak enterprise management. The building of the economy based on the knowledge became the building of the organisation oriented in the active application of the knowledge, skills and informations. The above fact actually relates also to the control of the bodies of the public self-government and territorial self-government. The Government is fully aware of the fact that Slovakia needs a proper public sector as a product of the state's public policy, which provides high-quality and well-functioning educational, healthcare and social security systems through the effective management and use of public the funds. Only a well-functioning and efficient public sector is capable of supporting the qualitative development of society, ensuring social and economic equilibrium, and providing life's certainties to citizens. It is possible to state, from the point of view of situation in SR, that the development of self-government, especially of territorial self-government, has experienced many changes. Maybe the most important change during the recent decades has occurred at the turn of 1989 - 1990, where its existence has been re - established. However, this extensive change did not result in a final status. In the last few years, many changes resulted from the concept of decentralisation and management of public administration. Changes in the management of government support a knowledge-based society. Unthinkable part of the self-government bodies control becomes recently the active exploitation of knowledge. The principal role in the process of the knowledge management plays the handling of the information and knowledge, which organisation acquired through the learning. The learning is a long-term process and requires from the staff an active approach and work with information, knowledge and skills. The goal of this paper is to present the selected results of research on the knowledge management. The research was conducted in the public sector in the Slovak Republic in 2013. This paper presents the views of staff on the need for and the possibility of introducing knowledge management in public administration SR. The paper is a part of the project VEGA No 1/0098/13: Position of Process Management in Transformation of Traditional Public Administration Organisations into Knowledge Based Organisations.
