INFORMATION RESOURCES AND INNOVATIVE PROCESSES IN RUSSIA
Abstract
Innovative processes in different countries are closely connected with information recourses use and production. So, innovative development of any country can be evaluated by means of their quantitative assessment. The aim of this article is to determine the potential of innovative activity realization on the base of Russian information recourses. The stages of innovative process and types of information recourses used and produced at its every stage have been determined. This use is based on their demand while their production is connected with the results obtained. Hence, innovative processes depend on quality and quantity of information recourses. Relying on determined information recourses produced at innovative process stages and considering available statistics the indicators of information recourses characteristics were singled out: Royalty payoff on Russian import of technologies; Royalty return on Russian export of technologies; Patents delivery and intellectual activity certification in Russia, units; - Articles with SCOPUS index (in different countries including Russia), units; - Hirsh index. On the one hand these indicators reflect information recourses and on the other hand – innovative processes. In Rosstat there were found the original statistics. Using these basic data calculations and graphs were made and analysis of information recourses of Russia was carried out. It was concluded that: 1) Russia is net-importer of technologies. There is stable and increasing negative balance of Russia in technologies trade on the world market - Russian import of technologies is substantially greater than technologies' export. 2) Delivery of patents and certification of intellectual activity results is increased in Russia. Topology of integrated circuits has undergone the largest growth. 3) Number of articles with SCOPUS index has grown. The largest amount of such articles is in the USA. Meanwhile the amount of such articles in China has become larger several times since 2004; now this country is on the second place. Russia being on equal positions with China in 1996 had become the outsider by 2013. 4) Hirsh index remains constant from 1996. The USA is the leader here as well while Russia is the outsider having the lower indicators than China.
