PUBLIC POLICIES FOR PRIVATE SPHERE IN ROMANIA
Abstract
Gender equality has not been an objective for the first policies of private sphere. Policies of gender equality have followed a slow and arduous path, entering the public sphere first and only much later the private sphere. In Romania, although the communist regime has implemented policies of equality in the public sphere, it was not interested in gender equality in the private sphere After 1990, policies of gender equality in the private sphere were implemented, unfortunately often without an authentic public debate, without an adequate definition and without adaptation to context. This situation has caused a relatively small impact and even †perverse' effects. We propose an inventory of these policies in Romania and then the demonstration of the assertions listed above by a case study on parental leave. Our hypothesis: instead of promoting gender equality in the private sphere, this provision is applied in specific social and cultural contexts that reinforce patriarchal functioning of the couple and family. We will explain why and how, mainly using secondary analysis of legislation, opinion polls, other statistical data and researches already completed.
