THE PROBLEM OF BANKRUPTCIES TOUR OPERATORS IN RUSSIA: THE DYNAMICS OF THE CURRENT SITUATION AND PROSPECTS OF DEVELOPMENT
Abstract
Tour operators are some of the basic components of the formation and development of the tourism sector of the country. However, since 2010, Russia faced an acute problem of bankruptcies tour operators. For four years, 45 companies went bankrupt, and the damage amounted to more than 7 billion rubles, which fell to about 130 thousand people, the beginning of the transformation of the tourist market, and consumers are essentially lost confidence in the producers of tourism services. The article presents the results of the collection of information on the bankruptcy of tourist operators in Russia since 2010 by parameters such as the age of the company, timing and causes of bankruptcies, the number of customers affected, the damage to customers, compensation for harm caused to consumers, the size of financial guarantee companies. The materials collected were tabulated and compiled them dynamic graphs by quarters. The largest number of bankrupt firms account for a third and fourth quarter of 2011 (7 companies) and 2014 (21 firms). The greatest damage to consumers of tourism services has suffered in the fourth quarter of 2010 (1.5 billion rubles), the first quarter of 2012 (0.6 billion rubles) and the third quarter of 2014 (more than 4.1 billion rubles). Almost 80\% of affected customers travel companies accounted for the 3rd quarter 2014. Based on the analysis, problems were identified tourism industry of Russia and also indicated ways to solve them, and the further development of tourism in the country. To conduct the study used a situational and systemic approaches and methods of mathematics and statistics, survey, comparison, analysis and synthesis, abstraction, induction and deduction. The findings reveal the current state, problems and prospects of development of the sphere of organized tourism of the Russian Federation, which can be the foundation for sound public policy in this area, as well as the choice of strategic directions of development of tourist business in Russia.
