POLITICAL ASPECTS AS A DETERMINANT OF PUBLIC ADMINISTRATION FUNCTIONING- THE CASE OF SLOVAKIA AFTER 1989
Abstract
Political aspects in general can be considered as one of the key determinants not only the structure but also the philosophy of public administration of every modern and democratic state. It should be noted, however, that the degree of their influence on the final result (structure and operation) vary from state to state. In the case of modern democratic political systems it is usual that the impact of the political aspects on the system of public administration is displaced by existing civil society. Where civil society is completely absent, respectively does not have sufficient power, political aspects negatively affect the life of society. In the end, a citizen pay the prize for that, as he does not consider the institution of government as credible. The institution does not take into account the requirements of citizens and therefore those to whom a state should serve. The very system of government is thus perceived as a means in the hands of the powerful, who through control mechanisms in the public sector seeking to concentrate power in their own hands.
