This article analyzes the innovation and technological sphere and the processes of modernization of the Arctic regions of Russia. The development concept of the regional tourist cluster through creation of the recreational territories of regional and international significance has been set forth. The model of the regional tourist cluster in the Euro-Arctic region (the Murmansk region of Russia) has been elaborated.
