In the work the role of educational institutions in the prophylactic treatment of the youth on a regional level is considered. There are data of arrangement of special conditions for skill development and formation of protective factors against taking psychoactive substances in educational institutions.

Global increase of cultural variety in modern society has led to the necessity of formation of ethnic and cultural tolerance of the youth as the most active social group. Educational space should be built inf the context of harmonization of intercultural and religious relations. Pedagogical influence on sensitive points of personal development, aimed at formation of ethnic and cultural tolerance may prevent the youth from patterns of extremist behaviour.
